Even though Shenron is so powerful in Dragon Ball, why hasn't Goku ever used it to revive Grandpa Gohan?
Perhaps longtime fans of Dragon Ball still remember the first volumes of this manga. Goku had just come to earth, hit his head and lost his memories. And at that time, an old man named Gohan found and raised Goku as a human. But after an incident, Grandpa Gohan passed away. However, why since childhood until now, Goku has never used Dragon Ball to wish for his grandfather to come back to life?
The reason for this, was once explained by the author Akira in the first Dragon Ball series. The author has included a detail that Shenron cannot revive people who do not want to be resurrected. And when Goku met his grandfather Gohan again, he also confirmed that he didn't want to come back to life.
Goku met with Grandpa Gohan after his death during the Fortune Teller Baba Saga, where Goku, Krillin, Yamcha, Puar, and Upa were to face Fortuneteller Baba's fighters, one of which was Grandpa Gohan, wearing a fox mask.
When Goku and Grandpa Gohan fought, they were evenly matched until Grandpa Gohan decided to grab Goku's weakness, his tail. This was followed by Goku getting bashed around by his Grandpa.
Before he went too far, Grandpa Gohan apologized to Goku as he told him how he wanted Goku to train harder. He revealed himself to Goku, causing a touching reunion between the two.
Fortuneteller Baba and Gohan explained to Goku how Baba had the power to revive a person for a single day. Following this, Bulma told Gohan about Dragon Balls' existence and powers. This was when Grandpa Gohan relayed his wish not to be revived.
Besides, the name Gohan has also been named for Goku's son, so Gohan's grandfather's resurrection work may create a misunderstanding for Dragon Ball viewers. Although not resurrected, perhaps Grandpa Gohan will always be in the memory of old fans of Dragon Ball. And that is enough for the author to feel happy about a character he created 36 years ago.

When super series 2 resumes, they should have Goku visit otherworld. On his journeys to a place of interest, he comes across a place where Grampa Gohan, Bardock and Gine. A sort of reunion and maybe burdock shares a story (hint) towards the Granola arc. Grampa Gohan has been watching Gokus life journey and gives him his appraisal…
That would be a touching moment if he went to visit him in a filler episode when the anime resumes. Also h going to see bardock. And his mom.
Then why not instead have goku go visit him instead as a reunion moment
