Dragon Ball fans are 'shocked' because through what has just appeared in the manga, it seems that the author has confirmed the first character will surpass Beerus
Perhaps every fan has to agree that in universe 7 in particular of Dragon Ball Super, Beerus is the strongest character (temporary not counting Whis because this angel rarely gets involved in decisions. Beerus's Destruction). But it seems that this strongest position of Beerus was about to be lost to another character. According to what has appeared, it seems that the character will not be Goku or Vegeta. So who is that?
And the character that seems to surpass Beerus before even Goku and Vegeta is Freiza. If fans have been following the recent episodes of Dragon Ball Super, then surely everyone will know about the state of Black Frieza at the end of the last saga.
Specifically, Goku and Vegeta were fighting Gas when Frieza appeared on the battlefield. Seeing Frieza provoked Gas to attack him when Frieza defeated him with a single strike. Following this, Frieza went on to kill Elec.
Goku and Vegeta were shocked by the events as the Dragon Balls had made Gas the strongest mortal in the Universe, due to which he should have been far stronger than Frieza. However, Frieza was able to beat him with a striker powered by a split second transformation to Black Frieza.
This unexpected event seems to be the author's reminder of Frieza's potential. Because previously at Dragon Ball Z, author Akira himself also confirmed that Frieza has the potential to grow higher than Goku and Vegeta combined. Proof of that is that Frieza only needs a short time of training to be able to reach the Golden Frieza state - a state that is said to be almost on par with Super Saiyan Blue.
Going back to what Beerus said about the Super Saiyan God being able to confront 60% of this god's strength. That also means that the Saiyan duo's Ultra Instinct and Ultimate Ego can be close to confronting 70 to 80% of Beerus's strength. And Black Frieza was able to easily defeat Gas - who can 'equal' the other two states. From there, it is inferred that Black Frieza has come closer to the threshold of the power of the god of destruction than Goku and Vegeta.
